Police defraud taxpayers $6m in Commonwealth Games failure

"Honest cops"? No such thing, given the fact that the organisation is not 'honourable' but rather corrupt.

Before the Commonwealth Games were dumped, Victoria Police had already spent millions setting up a dedicated unit and flying officers to the Birmingham Games.

Victoria Police spent $6m setting up a dedicated unit to prepare for the now-scrapped Commonwealth Games as the scandal continues to grow over the cancelled 2026 event.

The money – which could have paid the annual salary of 80 new recruits – ­included $100,000 to send a delegation of senior police to the Birmingham Games for three weeks and another to a Gold Coast workshop.

Of the total, about $5.4m was spent on salaries for 74 employees including an ­Assistant Commissioner, four superintendents and 14 inspectors.

Funding also went to establish command structures, ­recruit staff and conduct strategic planning.

The spend for the police’s special Commonwealth Games Command was detailed in a submission to the parliamentary inquiry probing the cancellation of the event.

All members of the command have been redeployed.

“Victoria Police were actively engaging with colleagues from West Midlands Police and Queensland Police Service to support lessons learnt and planning processes,” the submission said of the two trips.

“Additionally Victoria Police, in conducting preliminary security vulnerability and risk assessments, were engaging with local venue managers and local councils to facilitate access to sites and familiarise local members with proposed designs.

Victoria Police established a dedicated unit for the Games, which are now not going ahead.
 

“This was occurring across all regional hubs, dependent on the development progress of venues and the venue operational planning process.”

Police had also begun meeting First Nations groups to discuss cultural considerations for police operations.

It is understood police had decided to set up a dedicated command following their experience at the Melbourne 2006 Commonwealth Games.

It was anticipated the complexities of a regional games would make policing the event more difficult.

The 2026 Commonwealth Games were due to be held in regional Victoria.

In its submission, Victoria Police raised concerns about the amount of money it had to prepare for and then oversee the event.

“Servicing the Games policing operation, while maintaining (business as usual) police services, required an initial uplift for incoming staff to the Command,” it said.

It comes days after revelations a Melbourne law firm was secretly hired weeks before it was announced the Games were going to be scrapped and paid $1.26m to negotiate the state’s exit.

Jacinta Allan, who then led the Commonwealth Games preparation portfolio, said she first learnt legal firm Arnold Bloch Leibler had been brought in to handle the cancellation was the day it was announced.

It was just 24 hours after she told parliament the event was on track to proceed.

Opposition Leader John Pesutto said the $6m police spend was more wasted money added to millions in consultancy fees and the state’s $380m cancellation fee.

“This is another example of taxpayers’ money torched by the Labor government for an event that never happened,” he said.

Ms Allan denied any indication the Games were in jeopardy before their cancellation.

“We were working on how to best deliver the regional Games model consistent with the agreement that was signed by the government with the Commonwealth Games Federation and Commonwealth Games, Australia,” she said.

“We were looking at all the options on how to deliver those Games.”

Emergency Services Minister Jaclyn Symes said the government was always looking at better ways to spend state cash.

“I think the premier has made it very clear in relation to the decisions around the cancellation of the Commonwealth Games,” she said on Friday.

“What we know is that for a 12-day event, the numbers were not stacking up.

“That’s why the government made the decision to cancel the Games to ensure that that expenditure could be better spent in the priorities of Victorians.

“It’s all about identifying priorities, identifying what’s important to Victorians, whether it’s recruiting police, investing in hospitals and schools.

“That’s what underpins the decision, to ensure we can continue to invest where we should be.”

Corrupt Police Issuing (COVID) Fines Only To Be Dropped Before Court

Charges against several individuals involved in a 2021 pandemic protest have been dropped, leaving a trail of injustice and confusion. 

The corrupt organisation known as Victoria Police are in collusion with the government of Victoria, in punishing persons unlawfully under the COVID banner.

There is no lawfully issued fine or ‘Infringement Notice’, under the label of COVID or CHO’s (Chief Health Officer’s) directions.

This is across the entire colony called Australia, where in New South Wales, the so called fines have been dropped, where if they haven’t then this may become a ‘constitutional argument’ to say the least.

There are a fair few ‘questions of law’ with regards to any actions by police against the people.


  • First and foremost, was the ‘State of Disaster’ declared lawfully?

A Freedom of Information request was published on the 1st of July 2021 with regards to this.

“ We provide for your oversight the Freedom of Information inquiry requesting advice the Premier received from the Minister for Police and Emergency Services so as to declare a State of Disaster on August 2nd 2020. The Department advices one should not focus on the administrative error of incorrectly dated documents and just the content of the response. 

Could this document have been incorrectly dated in a haste to create something that did not exist?

  • Was Victoria’s (alleged) Chief Health Officer Dr. Brett Andrew Sutton’s appointment lawfully enacted?


Even though this information is a ‘public document’, the government is reluctant to make this document available to the public.


  • In what capacity does the CHO act, and are that person’s directions applicable to the general population?


The Chief Health Officer acts as an adviser to the state government.

There is no lawfully enacted instrument that mandates the general population to follow any directions given by the CHO.


  • Did Victoria Police act under dictation from the CHO?


Yes, Victoria Police acted under dictation from Brett Sutton.

Victoria Police initiated an unprovoked attack on persons walking back to their vehicles after an issue of a 'move on order'.

Senior Sergeant Warren "Chappy" Chapman - 30685, committed criminal offences against the persons involved in the police ambush.

He should be removed from office, just like the police invloved with the assault of Corinna Horvath.

Ms. Horvath didn't really obtain a 'remedy' from the corrupt govenrnment and police until she went international under 'Human Rights' in the case Horvath v Australia (HRC, 2014), from her assault by Victoria Police in 1996.

The (Victorian) government and police are so corrupt that in 2018, a serving policeman  (David Laurence Jenkin) was found not guilty, in the County Court, of assaulting Ms Horvath in her own home in an ulawful raid.

Australia's judicature, human rights abusers!

Victoria Police have provided falsified documents in order to obtain bail conditions against Mr. Nick Patterson.

Police initiated false charges that resulted in bail conidtion that were later dropped, as they were exposed to be false.

Victoria Police threaten and intimidate the accused in order to make a guilty plea, so that their falsified charges have merrit.

Any alleged recourse is only their in principle, where the reality is a far crime compared to that what is written on paper.

The government is deliberately by design 'incompetent' to prosecute itself.

IBAC (Independent Broad-based Anti-Corruption Commission) is not 'independent' where it's corrupt and obtains it queues from financial services institutions such as BlackRock and The Vanguard Group.

The police investigated themselves and it was found they did nothing wrong.

The Magistrates' Court of Victoria, is subject to decisions that are financially beneficial to its 'stakeholders' that being the above mentioned financial services institutions as seen in the following document

Police deny documents that one is legally and lawfully entitled to with regards to one's defence.

'Justice' depends on the size of one's wallet, where that is (financial) decrimination of a person.

IBAC and ICAC (Independent Commission Against Corruption) only exist on paper to appease the general population that there is allegedly somewhere to go to 'complain' about police (and government) corruption.

Victoria sees spike in number plate theft as thieves target suburbs statewide


From Cranbourne to Sunshine, these are the suburbs where motorists should be on high alert for number plate thieves. See the latest crime figures for your area.

Victorian motorists are being urged to park their cars in locked garages and install anti-theft screws following a spike in number plate thefts post-pandemic.

Police have recorded upwards of 16,900 number plate offences in the year ending June 2023, with an average of 55 plates stolen a day, according to Crime Statistics Agency (CSA) data.

The average number of plate thefts daily has increased by 18 per cent since the same period last year where 14,362 offences were recorded, and is the highest number seen in three years.

Number plate thefts include thieves stealing physical plates from cars and cloning, with stolen plates typically used for further offences such burglaries, ram raids, petrol drive offs, toll evasion and to evade police, a Victoria Police spokesman told the Herald Sun.

In an unchanged trend, vehicles situated in the state’s northwest tend to be targeted the most frequently, with the region recording 7152 thefts in the 12 months before June.

Cars in the City of Hume were mostly singled out, with offences recorded in the suburbs of Craigieburn, Campbellfield, Broadmeadows and Tullamarine.

Number plate theft has spiked since the pandemic, with police recording the most offences in three years.

The neighbouring local government area of Brimbank ranks second with Victoria Police recording 938 number plate offences in the area, with the majority taking place in St Albans, Sunshine, Deer Park and Albion.

Other suburbs where there was a high rate of number plate thefts include Wyndham, Merri-bek, Melbourne, Maribyrnong and Melton.

Thieves also ran rampant in the southern metro suburbs, with the City of Casey recording 1017 number plate thefts – the highest rate of stolen plates out of all LGAs.

Cranbourne and its surrounding suburbs were mostly targeted, followed by Berwick, Narre Warren, Hampton Park and Hallam.

Meanwhile, the suburbs of Lysterfield, Beaconsfield, Warneet and Tooradin recorded the least amount of number plate thefts, with police only making one report in each area.

In the state’s eastern suburbs, the City of Monash dominated its neighbouring LGAs where 26 per cent of the region’s 3092 number plate thefts occurred.


Vehicles in Mulgrave were a common target, with 132 thefts occurring, followed by Glen Waverly and Clayton where 224 offences were collectively committed.

Police patrolling the LGAs of Whitehorse, Knox, Boroondara, Maroondah and Manningham also recorded a significant amount of number plate thefts, with more than 1330 offences documented.

Meanwhile, motorists in the state’s western region appear to be hit with fewer thefts, with police recording just 1900 offences in the 12 months preceding June.

Greater Geelong saw the most number plates tampered with, followed by Ballarat and Greater Bendigo, which collectively made up 72 per cent of the region’s total thefts.

While overall number plate theft is 27.9 per cent below pre-pandemic levels, Victoria Police are still advising motorists to be vigilant.

“We want to reassure the community that we take this type of offending very seriously and we are committed to identifying and holding offenders to account,” a Victoria Police spokesperson said.

“Under the Road Safety Act, it is an offence to forge or fraudulently alter or use any vehicle identifier, including an identification number plate. The penalty is 60 penalty units or six months imprisonment.”


Car owners are encouraged to install anti-theft screws, park their vehicles in a secured garage or a driveway at their home, and blur their registration number when posting photos of their vehicle online to avoid their number plate from being stolen. 

“Vehicle owners should report number plate theft and suspected cloning activity to Victoria Police via Crime Stoppers, or through the Police Assistance Line on 131 444,” the spokesperson said.

“Victoria Police works closely with the Department of Transport, Department of Justice and Community Safety, VicRoads and other agencies to improve the security of number plates and reduce number plate theft and vehicle-related crime.”
