A “SERIAL killer” operating in a country town where three children disappeared has escaped justice because local officers were let down by the police hierarchy, a senior homicide detective has told a parliamentary committee.When all three children disappeared within five months from Bowraville, on the mid north coast 24 years ago, police bosses failed to recognise the seriousness and complexity of the cases, Detective Inspector Gary Jubelin said.
Insp Jubelin told the standing committee on law and justice — the first state parliamentary committee to inquire into a murder — that if all the evidence went before a jury now, there was a reasonable likelihood of the “serial killer” being convicted.
The suspected killer is a local man known to police and to the families of the three victims, Colleen Walker, Evelyn Greenup and Clinton Speedy-Duroux. He was acquitted of murdering Clinton, 16, in February 1991, and a charge of murdering Evelyn, 4, in October 1990, was then dropped.
The body of Evelyn’s cousin, Colleen, 16, reported missing in September 1990, has never been found.
“Three kids from the same community living in the same street murdered over a five-month period and no one has been called to account,” Insp Jubelin’s submission, signed off by Police Commissioner Andrew Scipione, says. “These matters should have been solved.”

JULIA Gillard was home when a union official corruptly paid $7000 for renovations on her property, according to explosive allegations to a royal commission that put the former Labor prime minister at the centre of a secret union slush funds scandal.Former Australia Workers Union official Ralph Blewitt claimed yesterday that he paid a tradesman working at Ms Gillard’s Melbourne house in September or October 1994 on the orders of her then boyfriend, former AWU leader Bruce Wilson.
Mr Blewitt, the self-confessed bagman for Mr Wilson, told the commission that Ms Gillard was in a room near the front door of her Melbourne home when he arrived bearing money from a union slush fund purportedly set up to improve workplace safety.
The fund — the AWU Workplace Reform Association — was set up in 1992 by Mr Blewitt and Mr Wilson with help from Ms Gillard, then Mr Wilson’s girlfriend and a salaried partner at law firm Slater & Gordon.
While admitting that Ms Gillard did not see the money change hands, he claimed she said words to the effect: “Oh, Bruce is through the back. Just go through.” Mr Blewitt said he then met Mr Wilson in the kitchen veranda area of Ms Gillard’s Abbotsford home.
“Mr Wilson called out to somebody, they asked me if I had the money,” he said. “I said, ‘Yeah’. He called out to somebody who came in. He asked me to pay him $7000, which I did. I counted off 7000 and gave it to that gentleman. He stuck it the front pocket of his bib-and-brace overall, and went back outside to join the other two workers that were there.”
When she was first quizzed about it by head partner Peter Gordon at Slater & Gordon in 1995, Ms Gillard could not categorically rule out that money from the slush fund was used to pay for her renovations. In 2012, as prime minister, she insisted she paid for her own renovations.
The damaging allegations involving Ms Gillard on the first day of a royal commission into union corruption came shortly after Mr Blewitt named the Queensland union and ALP “godfather” Bill Ludwig as the intended recipient of a secret slush fund payment of $50,000 from Mr Wilson. Mr Blewitt, who is likely to be charged over the alleged scam, claimed under oath that he drew a cheque made out for $50,000 cash from the Perth bank account of the slush fund in September 1993 on the orders of Mr Wilson and then travelled to Sydney to hand it to Mr Wilson at the Camperdown TraveLodge hotel where the AWU was holding a national executive.
When he asked Mr Wilson what the money was for, he said Mr Wilson told him it was for Mr Ludwig.
Mr Ludwig, who only recently retired, was the AWU’s Queensland secretary and national president, and a highly influential figure in the ALP’s Right faction when the $50,000 payment was allegedly made.
The retired Queensland union boss strenuously denied receiving the money yesterday, and sources close to him claimed Mr Blewitt could not be believed. A spokesman said: “Mr Ludwig never received such money and completely rejects the allegation.”
Mr Ludwig was so close to Mr Wilson that he was grooming him as a future prime minister, Mr Blewitt said.
Years later, after ditching support for Mr Wilson, Mr Ludwig became a firm supporter of Ms Gillard when she ousted Kevin Rudd and took over as prime minister in 2010. He is also a longtime patron of current Labor leader Bill Shorten.
Mr Blewitt claimed the funds for Mr Ludwig and the renovations on Ms Gillard’s home came from the Workplace Relations Association, a secret fund that was set up for Mr Wilson to receive payments from the Thiess construction company for safety services never performed.
Ms Gillard later described the association as a “slush fund” for the re-election of union officials but has strenuously denied having any knowledge of its operations.
The association was to receive regular payments from the Thiess construction company totalling $90,000 in the first year of its operation for safety services never performed.
Mr Blewitt said money from the fund was allegedly used to buy a house in Melbourne’s Fitzroy for Mr Wilson at an auction in February 13, 1993, and he personally handed over money from the slush fund for a deposit and other costs.
Ms Gillard did the conveyancing work for the Fitzroy property and was present at the auction to buy it. Her signature also appears as a witness on a document as allegedly witnessing the handover of power of attorney from Mr Blewitt to Mr Wilson for the house purchase because the house was bought in Mr Blewitt’s name.
Ms Gillard is accused of failing to tell fellow partners about her role in helping to set up the slush fund as a separate entity from Slater & Gordon’s client, the AWU. Nor did she inform them about her role in the house conveyancing.
At one point yesterday Mr Blewitt, who will give further evidence today, broke down as he related how he feared losing his job if he crossed Mr Wilson. He said he started as an AWU organiser in 1987 in Perth with Mr Wilson, who rose to be the union’s West Australian branch secretary.
Mr Wilson was then sent to Melbourne to become the AWU’s Victorian secretary in an attempt to reclaim control of the Victorian branch, and the numbers on the union’s national executive for Mr Ludwig. Mr Blewitt said he remained behind as AWU branch secretary in Western Australia — but in name only because he did Mr Wilson’s bidding.

A former Victoria Police officer charged with more than 50 offences allegedly robbed houses to feed a drug habit while on bail for perverting the course of justice.

Former senior constable David James Branov, 42, of Epping, was arrested in April last year and charged with offences including perverting the course of justice, misconduct and drugs and weapons offences.
He was released on bail but was arrested again in April this year when he was a passenger in a stolen BMW containing stolen property which was pulled over by police.
A search of his house turned up stolen identification documents, lock-picking tools, Victoria Police badges, samurai swords and imitation firearms, the Melbourne Magistrates Court heard.
Branov on Monday pleaded not guilty to all charges against him, including one count of possessing child pornography.
Informant Detective Sergeant Jarrod Weddle told the court Branov told him he had a drug addiction he overcame to join the police force, but started using again because of the "stress of the job".
"He told me he'd been a ice addict prior to joining the police force," Det Sgt Weddle said.
"I think he needs to commit offences to support his drug habit."
Branov is also alleged to have stolen drugs from the Fitzroy police station property office under the pretence of doing "spot tests".
"While the bag was open the drugs would be removed and substituted with another substance," Det Sgt Weddle said.
Branov is also accused of conspiring with Dean Murphy, 38, of Seddon, and Jamie McNally, 34, of Tarneit, to prevent a brief of evidence being used in court against McNally.
Det Sgt Weddle told the court detectives found a printout of police documents at a Dromana property in April last year.
The detectives were told "the occupant was paying a police officer $600 a month in exchange for information", Det Sgt Weddle said.
Branov resigned from Victoria Police in November 2013.
Magistrate Jelena Popovic denied Branov bail and said she was severely concerned about items found in his possession including the weapons, lock-picking tools and identification papers.
"I have some concerns about the fact you were admitted to the police force," she said.
Branov will appear in the Victorian County Court on Tuesday.

Pesticides and insecticides wreck the human central nervous system and deplete immunity, affecting the brain, as well as digestive and detoxification systems in the body. It is now a fact that scientists have developed a variety of "Desiree potatoes" that are resistant to late blight, the vegetable's biggest threat. This blight is a fungus that thrives in damp and humid conditions that often occur during the growing season in Europe. Some farmers spray fungicide up to 15 times per season to ward off the "disease." Trials for biotech's GM potatoes have been running for three years.
Basically, the biotech scientists add a gene to the "Desiree" potatoes that comes from a wild South American relative, but whether controlling blight with genetics or chemistry, it can be dangerous to human health, and the studies are starting to reveal that pesticide gene "insertion" is highly unpredictable and may lead to cancer. Though blight is a difficult and expensive pathogen to control, cancer is even more expensive and difficult to control. These GM potatoes are sterile, so will humans who eat them also become sterile? The farmers may pay more for the seed and less on fungicide, but aren't there ethics and morals involved in cutting costs and efficiency when producing food?
Sell the blight killer to America - they'll eat anything!Inventors of the "blight killer" potato have licensed the technology to an American company by the name of Simplot, which of course, wants to grow them in the United States. Getting approval to grow or even trial test GMO anything in the U.S. is not very difficult, considering that Obama routinely puts former Monsanto VPs, lobbyists and scientists in charge of the FDA and the USDA. Since GM wheat has been illegally released into 16 states already, who's to say GM potatoes aren't growing everywhere unchecked? We don't even label GMOs in America yet, so why would anyone object or even check, especially when we're talking about fast food junk science addictions? Who is frying GM potatoes in GM cottonseed oil right now?
GMO is the real "fungus" among us, not potato blightMcDonald's french fry supplier, none other than J.R. Simplot, has been selling the chain fries since the mid-1960s. Simplot's "Innate" brand of GM potato is currently awaiting USDA approval. These gene "splices" supposedly reduce black bruising and produce less of the chemical acrylamide when fried. Acrylamide, of course, has been linked to cancer. So, does the genetic modification of potatoes reduce chemicals that cause cancer while adding in new genes that do cause cancer? That would be the ultimate oxymoron.
French fried pesticideIf you're guessing whether fast food french fries are GMO, stop now. Labeled or unlabeled, 90% of most staple vegetables, like corn and soy, and the modified hydrogenated oils are carcinogenic. The buns, the burgers and the chicken sandwiches are loaded with GMO. Apples and tomatoes too. The salad you get at the fast food outlets is void of nutrition, having been sprayed with pesticides and "washed" with fluoridated, chlorinated water. The salad dressings all have GMO oils in them. It's estimated that McDonald's buys more than 3 billion pounds of potatoes each year. How happy is that Happy Meal that's been altered in a lab to contain pesticides in every bite? How about the child eating it?
Cancer the fungusCancer is like a fungus. If you feed cancer more cancer causing food (mutagens) consistently, you die, as your organs get choked out by cancer's "webs" that feed off carcinogens and free radicals. Cancer needs fuel, and it get its "food" from chemical food agents and GMO. One new variety of GM potato could show up in Idaho as early as next year. It wasn't but about 12 years ago that consumers revolted against Monsanto's transgenic "NewLeaf" potato, which contained synthetic bacteria to kill insects. Are YOU an insect?

The Victorian government is cracking down on the "ride-sharing" component of the smartphone app Uber by issuing $1700 fines to drivers.
The app allows any motorist - not necessarily a licensed taxi or hire-car driver - to receive money for providing lifts, in addition to offering authorised taxi and private hire-car services.
Representatives of Victoria's Taxi Services Commission have been using the app to take rides, thus identifying drivers in order to issue fines.
Commissioner Graeme Samuel said the commission had sent "well over" 30 fines to drivers and that there were more to be issued.

"Simon: story on the fines is about to break in Vic," Uber Sydney general manager David Rohrsheim told his Melbourne counterpart, Simon Rossi, after forwarding Fairfax questions to him.
"I'd recommend not answering the question and instead issuing a pro uber pro choice pro city pro innovation message. If you give him just one sentence, Ben will publish it," Mr Rohrsheim told Mr Rossi.
The advice resulted in Mr Rossi issuing a statement along those lines to Fairfax, which accidentally contained Mr Rohrsheim's media advice.

"We're providing economic opportunity and affordable, safe transportation. Is this something Melbourne wants to stop?" Mr Rossi told Fairfax.
"Consumers and drivers have told us they love ride-sharing with Uber. Cities that choose not to embrace Uber's technology are missing out."
One driver published his fine on the Australian Whirlpool broadband forum website.
"I have just received a fine of $1732 from the Victorian Taxi Commission for driving a UberX," he said. UberX is the name of Uber's ride-sharing service.
More than $50,000 in fines have been issued.
As yet, no action has been taken against Uber in Melbourne, but Mr Samuel would not rule this out.
"Uber could have avoided all of this if they had just come in and seen us three weeks ago," he said.
"It just leaves me absolutely gobsmacked the way they have dealt with this."
Mr Samuel said the company was not complying with Victorian law. He said he was due to meet Uber's Melbourne representatives next week.
The commissioner and the Victorian Transport Minister Terry Mulder had previously warned people against using Uber's ride-sharing service.
Mr Samuel previously stated there could be a place for ride-sharing if drivers were properly licensed and had been through checks.
"What we want to do is to facilitate competition and we see Uber as a source of competition," Mr Samuel said. "But it needs to be competition that is on grounds to protect the public interest."
On Thursday, NSW Transport Minister Gladys Berejiklian said Uber's ride-sharing service was operating within a "grey area".
Roads and Maritime Services were investigating, Ms Berejiklian said.
"At the moment what we are doing is looking to see whether those drivers are classified as prohibited drivers or whether they're not.
"So RMS is currently investigating into that and I'm looking forward to their report in the near future."
NSW Premier Mike Baird said the matter was something the NSW government had to consider.
"There's an evolving modern world that is providing opportunities and how you adapt - the government needs to consider that."

PREMIER Denis Napthine has urged people with allegations of serious misconduct to contact the anti-corruption watchdog.Today, the Supreme Court will decide whether to permanently prevent Victorians from learning details of the Lawyer X police scandal, unearthed by the Herald Sun this week.
Last night Dr Napthine, in his first public comments on the Lawyer X matter, said: “Any person or organisation with any information relating to alleged corruption or misconduct should provide that information to IBAC.’’
As calls continued for an independent inquiry, emergency talks between senior police and the Government were held at Parliament House.
Acting Chief Commissioner Tim Cartwright held lengthy meetings about Lawyer X with Police Minister Kim Wells and Attorney-General Robert Clark.
Dr Napthine said: “It has been a longstanding tradition in Victoria that police operational matters are the responsibility of the Chief Commis-sioner. It would be inapprop-riate for the Government to interfere with the operational decision making process of the Chief Commissioner’s Office.”
But Dr Napthine said anyone with information that could relate to alleged serious misconduct should approach the Independent Broad-based Anti-corruption Commission.
He also said “all these matters happened under the previous Labor government and under previous Victoria Police administrations”.
As Victoria Police continued its bid to keep the case out of the public arena, Victoria’s Government Solicitor’s office took the unusual step yesterday of warning the media across the country from reporting on the issue.
Acting on behalf of the Chief Commissioner of Police, managing principal solicitor David Ryan said there were “grave concerns” about details of the case being published.
Prominent criminal lawyer Rob Stary has called for an independent probe into the issue.
Law Institute of Victoria’s past president Michael Holcroft said if serious allegations of legal misconduct were put forward, it might require investigation by an independent body.
Police Association secretary Greg Davies said: “If the public and Parliament are concerned enough, no doubt there will be an inquiry.
“What form it takes is a matter for government, but in order for answers to be obtained, if there is an inquiry, it must be a competent and thorough one,” he said.
Opposition Leader Daniel Andrews told 3AW that the public needed answers, and said one answer could be a royal commission.
“I don’t think gag orders from courts that stops the media reporting on these issues is how we are going to get the answers we need, so perhaps a royal commission is needed, or another way - there are other bodies, we have got an anti-corruption body.”
Acting Chief Commissioner Cartwright is also understood to have met with the Opposition.

Victoria Police is a criminal organisation that uses violence, extortion, property theft, as way of intimidating the general populous.
It is not just a matter of a minority in the 'force' but rather a mindset as "we have the guns" a comment that was recently made by a police source that wishes to remain anonymous.
Whistle blowers are put on a database, where corrupt police compromise their identity threaten their families and the lives of the informants.
What real protection do these whistle blowers really have?
THE IBAC is another corrupt organisation, where the head of the lower ranking police under investigation, is investigating their alleged crimes.
