What are the Australian lock-ups based on?

With the current situation at hand, in Australia a man or woman is classified as a ‘case’ based on a test invented by Kary Mullis.

His videos on this topic are worth seeing, as these are the words from the inventor's mouth.

If the test is run at a Ct (Cycle threshold) of 40, the number of false positives is very high.

Currently the World Health Organization recommends that the test be run at 25-35.

In Australian states the test is run at 40, where as a result of this the lock-ups are enacted by those in government.


What is this all about?

In Victoria the Grand Prix, which was usually set in March, was scheduled to occur in November 2021, but the people in government stated that this will not occur because the population did not uptake the injection of a trial liquid to the people in government’s liking in terms of numbers, where now in certain sectors the government is saying that it's mandatory.

Similarly the people got conned with regards to the installation of electricity smart meters, where it was stated that this was a ‘mandatory’ action.

While the ‘mandatory’ part was specific to those in government, the customer was never mandated to accept the ‘purchase’ of the smart meter.

The constant lock-up and release of the general population is a ‘cruel and unusual punishment’ inflicted on the general population for not succumbing to a business transaction, the governments have committed to where the product needs to be urgently (i.e. use by date) administered.

It is a strategy used by governments called the demoralisation stage, as described by Yuri Bezmenov, in order to get the subjects to comply with whatever those in power desire.

Even though the NSW government has admitted in a ‘tweet’ that it runs the test at 40, we urge you to tell your ‘slaves’ (you know the people in government, the MPs that YOU elected to act on your behalf) to inform you under whatever instrument (Subpoena, FOI) what the number of cycles is used in their test procedure that gives the ‘case’ scenario, where the lock up occurs as a result.

Gov agencies to use new data on who's using your phone

Data is the new gold / crude [oil], where you are the product.

Briefly:

Since the early days of Australia, the administration keeps fairly detailed documents on the inhabitants of the colony, where promissory notes were born, but that's another story altogether.

The major difference being that in the early days the paper trail was very costly and slow for the administration. 

The first era of computing, while still costly (not that it actually mattered, as the tax slaves were paying for their own surveillance), enabled central databases to be used and accessed by the authorities, speeding up the information flow throughout the agencies.

As technology progressed so did the data storage capacity on each individual.

With the entry of GSM technology into the public arena, a new level of surveillance was reached where the phone user could be tracked to within a reasonably accurate area, something that the general population was blissfully unaware of  where this data was originally stored exclusively within the telecommunications community, available to law enforcement upon request.

As mobile phone technology matured more and more electronics were crammed into the humble mobile communicating device where today the following censors are installed as seen in graphic below.


With the new sensors in place such as proximity, accelerometer, gyroscope and light sensor new logarithms are being used to identify individuals (front camera, biometric login aside) from the behaviour logged by the user's phone.

The general population within Australia, are able to be very easily administered by the authorities from a small population perspective and their willingness to use the latest data gathering devices such as smart phones.

Together with other devices specifically designed to monitor the user, such as credit cards, public transport and road toll ticketing systems,  smart meters, Google Home,  Amazon Alexa, data logging new vehicles and now the rollout of IoT (Internet of Things) the authorities of this [penal] colony most likely know more about you than you do yourself (oops Minority Report 'conspiracy theory').

While many people may not have had a say or even been conned into a smart meter being installed, even though at law it was not mandatory for the 'customer' to accept the smart electricity meter or you may not have a choice of an alternative public transport ticketing system,  you do have a choice to not use a credit card in many transactions and you do have a choice as to use the latest smart phone or a 3G 'dumb' phone.

Most people choose to use a smartphone, as they have justified its use for 'convenience' where the ultimate price you pay is with your private and confidential data which is gathered and then later sold.

Also don't forget your 'reward' (like a good little puppy) points for handing over your data when purchasing on credit cards

Ultimately it's you who is handing over 'your' phone data on a silver plate to them.

Will you pay the jolly rogering price of $1800 for a new Samsung phone so that you can be monitored more easily?

Apparently you're a nutter if you think you're being watched by government


So it looks like the corporate media are on a government propaganda binge where anything outside of sanitised information  is a 'conspiracy theory' or even a character assassination on you where you're a tin foil hat wearer or nut case.

On the topic of surveillance, according to the mainstream media mutts, you've got some sort of newly classified (keeping psychiatrists in the job) e-Personality disorder.

So, according to bbc.com there were approximately  4 - 6 million CCTV cameras in 2015, in the United Kingdom alone.

The Australian government has been keeping all your (meta)data for a period of time, where it has been doing this since day dot, but only now it's been enshrined in statute law.

The Snowden leaks have exposed government policy of global mass surveillance, literally unfathomable to the layperson.

Every person's smartphone has data harvested  from it, unbeknown to the user.

Smart meters installed forcibly in people's homes monitor their movements

Smart air conditioners are now supported by government so that the electricity companies can switch off your appliance whenever it suits them under whatever pretext, e.g. not enough electricity supply.

It has been confirmed that Samsung's Smart TVs 'listen in' to you in the privacy of your own home.


So when one talks about "they're watching us" is that really paranoia or just being a realist?

Australia's fascist dictators tell you what to use and when

Australia is truly a Mecca for corporate criminals, who evade tax, where corporations rip customers off with literally no 'penalties', just slaps on the wrists, and contrary to law were monopolies rule.

Under the deceptive guise of one word called 'government' Australia is actually run by a fascist system, consisting of a conglomerate of corporations, to the financial detriment of the general populous.

Australia's utilities were public assets, as a result all Australians enjoyed moderately priced services for water, gas and electricity with moderate periodical increases.

These public assets were sold without public consultation (a referendum) to overseas corporations (by a government operating criminally) and consequently are in the hands of "Financial Terrorists", with price rises designed to bring in astronomical profits to pay the CEO's multimillion dollar salaries, not reflecting the true quality of services provided.

In Victoria, there has been many an article written with regards to the controversial installation of the 'smart meter', where the 'authorities' claimed that it was 'mandatory'.

In other states e.g. South Australia, it was not mandatory for the customer to have a 'smart meter'.

The government had a contract with the supplier to install the meters (which was mandatory), but most customers were conned/mislead/bullied into the installation, where it was NOT mandatory for the customer to accept this meter.

Many succumbed to fear, threats, physical violence, and even those who did not want one, it was still installed, in breach of Australian corporate laws.

There should be a Royal Commission into this, but this will NEVER happen.

This was done, as a first phase to increase the profits of the electricity companies, and NOT to save the customers any money whatsoever.

Customers also had to pay for the smart meter.

Water and gas meters are next on the list to be replaced with 'smart meters'.

Now that the first phase is complete (only a small percentage of Victorian households do not have 'smart meters'), the rip off begins, under the banner of 'you choose' when to can use you appliances.



You are NOT forced, when you can use your dishwasher, drier, oven or even air conditioner, according to YOUR lifestyle, but you WILL be penalised financially.

This is literally a form of extortion, coercion once again an action that is criminal according to 'their' laws, but allowed by corporations.

Another example of fascist rule, is that in recent news, you may be allowed not to vaccinate 'your'* child, but you WILL be penalised $15,000 per year.

Is it really that difficult for people to see that this continent is a new age Alcatraz?

Smart meters can be used to spy on homes

Smart electricity meters provide power companies with an accurate and streamlined method of monitoring, reading and controlling a home's power usage. That convenience, however, comes at a steep price and could put homeowners' safety in jeopardy. 

Researchers examining the privacy implications of smart-meter technology found that one German provider's devices contained vulnerabilities that allowed them to snoop on unencrypted data to determine whether or not the homeowners were home.

After signing up with the German smart-meter firm Discovergy, the researchers detected that the company's devices transmitted unencrypted data from the home devices back to the company's servers over an insecure link. The researchers, Dario Carluccio and Stephan Brinkhaus, intercepted the supposedly confidential and sensitive information, and, based on the fingerprint of power usage, were able to tell not only whether or not the homeowners were home, away or even sleeping, but also what movie they were watching on TV.

The problem, the researchers explained, stems from Discovergy's monitoring frequency; the devices log homeowners' electricity usage in 2-second intervals, a timeframe they deemed unnecessary and intrusive. The two-second reporting interval provides so much data that they were able to accurately chart power usage spikes and lulls indicative of times a homeowner would be home, asleep or away.

Carluccio and Brinkhaus presented their research in a presentation titled " Smart Hacking for Privacy" at the Chaos Computing Congress in Berlin on Dec. 30.

Flaws in Discovergy's Web interface also enabled the researchers to send back rigged meter readings to the company, and to tap into the company's servers and obtain a complete record of all the information collected by a home's smart meter.

During the presentation, the chief executive officer of Discovergy, Nikolaus Starzacher, came on stage and vowed to resolve the security glitches "as quickly as possible," the security firm Sophos reported. Starzacher explained that his company used a two-second monitoring interval to provide services to the homeowners such as notifying them if they left an iron or stove on by accident. He said he would make the data collection interval configurable in the future.

While this information relates to the United States, it is also applicable in Australia.

Major US Utility: “No Rational Basis” for Smart Meters

Northeast Utilities (NU) operates New England’s largest utility system serving more than 3.6 million electric and natural gas customers in Connecticut, Massachusetts, and New Hampshire.

In a written submittal filed with the Massachusetts Department of Public Utilities, Northeast Utilities was highly critical of a proposed state plan that would require utilization of “advanced metering” or smart meters within the state of Massachusetts as part of an electrical grid modernization plan. In fact, the comments are quite remarkable in that they appear to reflect reality without undue political spin or bias.

Let us hope that other utilities, public utility commissions, and politicians everywhere can soon come to similar unbiased conclusions that are based upon economic realities and reflect consumers’ and societal best interests.

What is presented below is a summary of key points made by Northeast Utilities in its filing of January 17, 2014, with only slight editorial changes, for example, replacing the term “advanced metering infrastructure” with the term “smart meters.”

Overall Perspective – No Rational Basis for Smart Meter Mandate

“There is no rational basis for the implementation of AMI [smart meters].”
The submittal states that mandating smart meters…
“…comes without due consideration of key issues such as:
  • the immense cost attached to the technology choice;
  • whether customers are willing and able to pay the price of this technology choice;
  • whether the functionality provided by the technology choice will be utilized by customers or is even sought by customers;
  • whether the imposition of significant costs … for this technology conflicts with other policies encouraging … increased penetration of distributed resources [like wind and solar];
  • whether investment in distribution upgrades needed to accommodate distributed energy resources [would be] a better investment of customer dollars given the relatively small incremental benefit afforded by [smart meters]; and
  • whether other issues such as market alternatives, time-varying rates, and cyber-security should be resolved before there can be any rational determination that this technology is a good choice for customers.”

Smart Meters Are Not a Good Choice for Consumers

The [smart meter] technology choice is made although there is no evidence that this is a good choice for customers. Conversely, there is ample evidence that this technology choice will be unduly costly for customers and that the objectives of grid modernization are achievable with technologies and strategies that rank substantially higher in terms of cost-effectiveness. For customers who will pay the price of this system, there is no rational basis for this technology choice.”

“There is no evidence that customers are willing to pay for the limited incremental functionality gained through implementation of [smart meters]. In fact, there is evidence to the contrary. For example, industry studies show that only 46 percent of customers are aware of the concept of ‘smart metering,’ and of that percentage, 33 percent associate smart metering with complaints of meter inaccuracy, higher customer bills, invasion of privacy and health concerns. Many customers have a deep aversion to technology that links them to the ‘grid’ in a way that they perceive as an invasion of their privacy and/or detrimental to their health.”

Smart Meter Costs Can Not Be Justified

“There is no cost justification that can support the implementation of [smart meters]. As identified by Northeast Utilities, … [a smart meter] roll-out is problematic due to the extraordinary cost associated with, at best, a modest increase in functionality.”

“Northeast Utilities estimates, conservatively, that the price tag for a [smart meter] rollout, including the recovery of existing investment on the Companies’ books would likely approach, and possibly exceed, $1 billion over the course of … implementation – all of which is to be borne by customers who may or may not be interested in interacting with the distribution system at the level implicated by [smart meter] technology.”

Smart Meters Are Not an Appropriate Technology Platform for Grid Modernization

The submittal goes on to say that mandating smart meters…
“…creates an intractable obstacle to grid modernization. The mandate precludes [utilities] from designing and implementing grid modernization plans that are best suited to customers and that mitigate the cost that customers will bear for progress.”

“An Advanced Metering System is not a ‘basic technology platform’ for grid modernization and is not needed to realize ‘all of the benefits of grid modernization.’”


Meters do not reduce the number of outages; metering systems are not the only option for optimizing demand or reducing system and customer costs; and metering systems are not necessary to integrate distributed resources [such as wind or solar] or to improve workforce and asset management. Therefore, it is not correct that advanced metering functionality is a ‘basic technology platform’ that must be in place before all of the benefits of grid modernization can be fully realized.”

“Accordingly, not only is there a flaw in the … premise that an advanced metering system is a ‘basic technology platform’ for grid modernization, but also the implementation of a costly, advanced metering system is at odds with policies designed to promote the growth of distributed energy resources.”

“Immense, near-term investments in [smart meters] should not be mandated without (1) methodical, valid analysis of the associated costs and benefits; and (2) the development of a plan to solve the detrimental impact of cost-shifting driven by the pervasive installation of distributed energy resources.”

“It is also premature to assume that [smart meters] can provide for large-scale conservation voltage reduction (‘CVR’).”

Cyber-Security Issues Prevent Development of a Suitable Implementation Plan

“Without resolution of the [issues related to] cyber-security, it is not possible … to develop a suitable [smart meter implementation plan]. [Smart meters] introduce a brand new portal into the Companies’ information systems, significantly increasing the cyber-security risk. Currently, the only mandatory standard for electric distribution company cyber-security is the North American Electric Reliability Corporation Critical Infrastructure Protection (‘NERCCIP’), which applies only to bulk power systems and not to the electric distribution systems and metering infrastructure…”

Smart Meter Technology May Soon Be Rendered Obsolete

“Last, but not least, there is little confidence that the incremental benefits of moving to a [smart meter] platform will be sufficient to warrant the cost. Given that the grid modernization technology sphere is a dynamic, rapidly evolving marketplace, it is also unclear whether the incremental benefits, if any, would begin accruing to customers prior to the implemented [smart meter technology] being rendered obsolete. In any event, the cost remains unjustified by the benefits.”

Power companies threaten smart meter refusers with higher bills

POWER companies are writing to customers who have refused smart meters to warn they face being slugged with higher bills. 

Electricity distributors Jemena and United Energy are discussing with the State Government the size and structure of a potential “refusal” fee from next year.

Most Victorians now have remotely read digital meters after being advised that the rollout was mandatory.
But thousands have repeatedly resisted, mainly over health and privacy concerns.

All households and small businesses have been paying for the government-ordered $2.3 billion rollout through power bills for several years.

A Jemena letter warns distributors will be entitled to recover the costs of maintaining a separate manual-read system from next March.

“To avoid this additional charge, we request you contact us as soon as possible to make an appointment to install your smart meter,” it reads.

United Energy’s letter states it will “honour your request to not have the smart meter installed at this time ... this will mean that you may incur additional charges”.

The Herald Sun late last year revealed that customers risked being charged up to $150 more annually — on top of smart meter costs — if they refused installation. Former Energy Minister Nicholas Kotsiras said at the time a fee approved by the Australian Energy Regulator was preferable to disconnections.

Entire IT and communications systems were overhauled to accept smart meters statewide.

Government spokeswoman Rachel White on Wednesday said arrangements were being made to “ensure that the vast majority of Victorians do not have to foot the bill for additional costs created by a small minority”.

But Stop Smart Meters Australia president Marc Florio said it was unfair to “double charge”.

“And it’s too late for thousands more who didn’t want a smart meter but were told it was compulsory and were coerced and deceived and got disconnection threats,” Mr Florio said.

Jemena’s Samantha Porter said: “Any recoverable fee will reflect the additional costs associated with the manual read as well as back-end systems and processes that will need to be supported”.

United Energy’s Stuart Allott said a refusal fee option was being explored.

SP AusNet, CitiPower and Powercor said they would continue to work with customers to finish the rollout.

Japan to tap smart meters, fuel cells to tackle climate change

Japan plans smart meters in every residence and factory by the early 2020s and 5.3 million fuel cells in homes by 2030 to tackle climate change, according to a report to be submitted to the United Nations.

The country will also promote renewable energy as much as possible over the next three years, the Japanese government said in the biennial report, which developed countries are asked to submit by January 1. Nuclear reactors will be restarted after safety is confirmed and thermal power generation efficiency will be enhanced, the government said.

The submission follows Japan’s setting of a new target for cuts in greenhouse gas emissions in November. The goal was criticized by environmental groups as being weaker than the previous plan.

The country is debating its energy policies following the 2011 Fukushima nuclear accident. The Ministry of Economy, Trade and Industry submitted a draft of a new set of policies earlier this month and is seeking comments from the public.

Panasonic Corp. and Chofu Seisakusho Co. are among companies making residential fuel cells.

The devices use the chemical energy of hydrogen to cleanly and efficiently produce electricity with water and heat as byproducts, the U.S. Department of Energy said on its website. Fuel cells release no greenhouse gases and air pollutants at the point of operation.

Smartmeter media reporting ban

In Victoria, Australia in certain circles 'smart meters' are a hot topic with clearly polarised opinions regarding the technology, its health risks, and the privacy issues concerned.

In various other states of Australia, as well as in the United States of America, the implementation is advertised as voluntary, yet in Victoria the claims are that the installation is mandatory.

There has been a certain amount of coverage in the corporate media on the topic of smart meters up to a certain point with some 'misinformation' or rather incomplete reporting.

Australia's corporate media, which is dictated by three families, is a government lap dog conducive to the policies of the day of whichever government is in power, structures reports in such a manner that the reports are given the green light by the higher authorities.

Ever since the advent of 'people power' via the internet and more so with 'reporting' of facts or occurrences in raw format without being edited by the media, there can be another more realistic point of view being put across.

This is definitely the case via storage repositories like YouTube, where people can upload videos.

Information has been obtained by corpau with regards to the topic of smart meters where the  corporate media has been instructed not to report on this matter or interview certain people who have the ability to expose the fraud of smart meter installation.

Melbourne radio station 3AW was to interview a person who removed a smart meter from their property, as was a prominent newspaper publication.

The newspaper publication withdrew with the excuse there was no funding to interview the defiant citizen, but immediately went to take photos of Rihanna at a Melbourne café.

A prominent Melbourne barrister was banned from taking 'smart meter' cases.

Victoria's Minister for Energy and Resources, Nicholas Kotsiras has received, numerous letters from various sources which have been responded to via a template, providing false or rather misleading information. 

Nicholas Kotsiras should be sacked from his position never to work again.

In a nutshell over 2 Million Victorians have been duped (even 'forced') into the installation of smart meters.

It is very doubtful if any class action lawsuit will ever see the light of day in the corrupt 'Anglo-Masonic' legal system.

Consumers face up to $194 for smart meters


 
VICTORIAN households will be slapped with smart meter fees of up to $194 on electricity bills next year. 

Charges for about 1.6 million homes and small businesses are set to rise from January.

But about a million customers should get a slight discount.

The Australian Energy Regulator has approved 2014 charges of $115 to $194 for the most common type of meter, depending where consumers live.

Homes in Melbourne's north and northwest face the biggest sting.

The hip-pocket hit is part of the $2.3 billion cost for the controversial compulsory rollout (Note by corpau: the compulsory rollout refers to the contract between the government and the electricity businesses and NOT the consumers) of digital devices.

SP AusNet's charge is 23 per cent more, up $30, than this year. United Energy's is 14 per cent higher, and Jemena's is 12 per cent extra.

CitiPower and Powercor charges are 9-10 per cent lower. AER chairman Andrew Reeves said companies that had not recouped full budget costs in the rollout's earlier years could lift fees to catch up.

Others that had spent less than forecast compensated customers with reductions.

"Some were under-recovering revenue in the early years. Others spent less than forecast as the pace of the rollout was slower than expected," Mr Reeves said.

The state's five electricity distributors are authorised to grab more than $1 billion combined from consumers over 2012-15.

Charges vary depending on distributors' technology, installation and operation costs, and customer numbers.

The charges coincide with anger over revelations tens of thousands of smart meter "refusers" risk power bill hikes of up to $150 a year, on top of smart meter costs, as a disconnection alternative.

"Australians in every other state have the right not to have a smart meter," Stop Smart Meters Australia president Marc Florio said.
About 150,000 properties are still to switch.

Another rort by the electricity 'businesses' literally supported by the government.

 This 'utility' fraud is worth billions of dollars annually with paid off bribes and corrupt politicians.

ALL Australians should take a class action law suite against this fraud.

It's all part of the Police State agenda.

Smart Meters - The corporate media lies

The corporate media in Australia is literally owned by three families, Murdoch, Packer and Stokes with an emphasis on biased or selective reporting following a 'government' (business) agenda.

The official picture painted is that the Herald Sun publication is a workers newspaper, sympathetic to the Labour government, whereas The Age is a white collar publication with emphasis on Liberal government 'propaganda'.


Irrespective of which political party the publications sway towards, the objective is not to educate or entice commotion amongst the masses.

In Victoria many articles have made the main stream media about the 'smart meter' implementation in households and small businesses, and some vocal protests locally.

The corporate media has labeled the $2.3 billion project as 'controversial', as the fraud extends to backroom multi-million dollar payouts, falsified tenders, and 'unlawful' acts pushed through.

The corporate media also tells the masses that only pensioners are opposed to the 'smart meter' roll out, which just plainly false. Many people from all walks of life are opposing the installation.

will show an approximate of 476,000 results many of them exposing the truth, contrary to the sanctioned reporting of the corporate media.

A meeting with a prominent Melbourne based barrister led to information obtained, that the barrister was given the order by the bar and his masonic peers, forbidding to talk about the 'smart meters' or to take on matters regarding any law suite.

"This matter is not allowed to see the light of day in the courts as it may expose the power of corporations over the masses, which in turn could ignite civil disobedience" stated the source. 

The law is supposed to be able to be accessed by anyone, but in reality this does not seem to be the case when it comes to 'smart meters'.

Corrupt politicians, ministers and bureaucrats have 'forced' the installation of smart meters on the unsuspecting public, by providing false information to achieve the business objectives.

1). Victorians have been contractually deceived into having 'smart meters' installed at their premises. 

2). The 'mandate' to install meters is a contractual obligation between the DPI and the electricity companies NOT the customer, and are to be installed under a 'best endeavors'  policy.


3). A 'meter box' (the enclosure where a meter may be mounted inside) is the property of the owner.
     - It can be padlocked, and holes cut out for the meter reader to read the consumption.

4). The braking of a meter box by any 'person' is a criminal 'offence' and is punishable by law.

5). The attempt to make 'smart meters' mandatory breaches our Commonwealth constitution 1901 and our Common Law Rights.

6). The 'Powercor' (LG-E350) and 'Jemena' (i-credit 500) smart meters have not been calibrated to Australian Standards and safety/health and they breach Commonwealth Weights and Measures Act.

7). 'Smart meters' are NOT installed by qualified electricians as 'mandated' by law when dealing with 240V or the power grid connection of devices. 

8). They have not received NATA accreditation, as a result they breach the Commonwealth Crimes Act.

9). They are not UL (Underwriter Laboratories) approved - NO FIRE INSURANCE from faulty meter.

10). Also they breach the Competition and Consumer Act as they are not a public Utility any more; they are a private company/corporation using their power in the market place to force goods and services on the community.

11). Further more they breach international law.

12). It has been alleged that Dr. Britain provided these corporation an exemption to comply with the Australian Standards.  If this is correct then the Minister has also committed a crime.

13). They are (real time) surveillance devices.

14). They DO NOT transmit 4 times per day as falsely stated by Powercor, but rather 1440 times per day.

15). Powercor falsely states that the smart meter transmission radiation is approximately 1/2 of that of an SMS sent by a mobile phone. A test shows 121 times more that of what Powercor states.

Companies / corporations can provide false information to consumers without any real consequences or criminal charges, even in the farcical court system of Australia.

The information provided above may only be relevant to 'smart meters' but as always with law is not limited to only 'smart meters'. Other legal factors are also involved.

There are also the facts on how lawful the alleged law regarding smart meters really is.

There should be a 'Royal Commission' into this fraud, but the corporate thugs will never allow this to happen.

Power fines for meter protesters

VICTORIANS resisting smart­meters could be slugged hundreds of dollars extra for electricity if they continue to reject the rollout. 
 
Tens of thousands of customers risk being charged up to $150 more a year - on top of smartmeter fees - as an ­alternative to disconnection.

Energy Minister Nicholas Kotsiras said: "Distributors still have the right to cut people off if they repeatedly refuse but I believe this is a more humane way to go."

Many objectors, who claim the digital meter rollout is ­unjust or a health hazard, are believed to be pensioners who would face bill increases.

The controversial $2.3 billion project won't be completed by this year's December 31 target, despite years of warnings that installations are mandatory.

More than 2.5 million homes and small businesses ­already have smartmeters but about 150,000 were not converted as of late last month.

About half of the unfitted properties were "refusals" and the rest delays, Mr Kotsiras said.

Planned new regulations will force companies to compensate consumers if they have never attempted a meter installation by June 30 next year.

Extra costs could be separately clawed back from customers refusing to replace manually-read meters from March 1, 2015.

"We need to make sure the costs of running two systems are not spread on to all consumers. It is preferable to getting police involved, or disconnecting," Mr Kotsiras said.

"Distribution companies wishing to recover the costs will apply to the Australian ­Energy Regulator to approve a charge."

An industry source believed that would be about $120-$150 a year.

Mr Kotsiras was confident most people would embrace smartmeters once the benefits were understood.
The rollout has been riddled with cost blowouts, mismanagement claims and health and privacy concerns.
The Coalition pressed on with the former Labor government initiative in late 2011 after a review concluded too much money had already been spent to turn back.

Smartmeters, which record electricity use every 30 minutes, give detailed power use information and flexible "time-of-use" tariff options.

"Smartmeters also mean faster and cheaper reconnections, an end to estimated bills and better reliability as electricity companies can pinpoint faults and act more quickly to fix them," Mr Kotsiras said.

Smart meters, but at whose expense?

THE introduction of smart meters in Victoria may have been a costly exercise for consumers but it has proven an impressive money spinner for a handful of Australian entrepreneurs.

Cameron O'Reilly (illustrated, CA$HING IN), the scion of the Heinz food empire and former chief of media group APN, along with John B. Fairfax, the Smorgon family and Kerry Stokes are a few of the high-profile names to have made a killing from the sale of smart meters (of the general populous to spread cancer?). They were major shareholders of Landis + Gyr, the company that amassed about 56 per cent of the market in deals to supply the electricity distributors in Victoria.

Their big payday came in 2011 when O'Reilly sold Landis + Gyr to Toshiba for $US2.3 billion.

An investigation by BusinessDay has found Australians have been paying about twice the amount for smart meters than consumers in the US and Europe. And there has been poor transparency even though the metering devices had been mandated by the government.

That the costs of the implementation in Victoria have already blown out from $800 million to $2.3 billion presents a salutary warning to New South Wales, which is now deliberating on a rollout of its own, albeit optional.

The success of Landis + Gyr has confirmed Cameron O'Reilly as one of the most savvy businessmen in Australia. The O'Reilly family had controlled regional media group APN and just as the fortunes of old media were about to take a battering last decade, O'Reilly was already moving deftly into a new space.

He started with Bayard Capital in 2002, garnering seed money from friends and business acquaintances. Kerry Stokes and J.B. Fairfax pitched in $20 million apiece, and the Smorgon family another $5 million. O'Reilly soon sold two-thirds of his APN shares and chipped in a further $5 million.

He raised $100 million in seed capital, then Bayard went on a $1.5 billion spending spree, acquiring Swiss metering company and industry leader Landis + Gyr. The Toshiba sale for $2.3 billion made Bayard's seed investors a handsome multiple of their investment, although it is only possible to piece together estimates of profits from the public materials.

The Fairfax family would make about $203 million, through Marinya Holdings, and the Smorgon family's Escor Investments, $36 million.

John Curtis, the chairman of St George Bank made $24 million and the private equity group Propel Investments about $405 million.

Propel and Curtis came on board through a series of capital raisings before the Toshiba sale. Other shareholders in Bayard were Temasek Holdings, the investment arm of the Singapore government, the former Lion Nathan chairman Doug Myers and fashion designer Carla Zampatti. Once O'Reilly had acquired Email Metering, the Enermet Group of Finland, Hunt Technologies and Cellnet Technologies in the US, and Europe's Landis + Gyr, Bayard was the No. 1 player in the world market.

Not only did Landis + Gyr, to which Bayard then changed its name, dominate Victoria but it also managed to fetch high prices for its devices, perhaps the highest in the world. Repeated efforts by BusinessDay to find relevant information about smart meter prices and contracts have fallen on deaf ears. ''Commercial in confidence'' has been the response. Both government agencies and distributors refused to provide details, although industry sources said Australians have been charged twice as much as customers in other developed markets.

According to eMeter Corporation, a meter data intelligence department of Siemens, the average cost of smart meters sold to utility companies in the US is $221, and in Europe $272. A spokesperson for the Australian Energy Regulator (AER) confirmed the Victorian distribution companies paid an average of $346 to their suppliers. Powercor paid the highest at $423.

Landis + Gyr meters are widely used across the US and Europe. It is the sole supplier of the E350 model to SP AusNet and has a contract to supply 80 per cent of CitiPower and Powercor's E350 smart meters. A spokesman for CitiPower and Powercor said that there were at least 32 respondents to the tenders. It was a ''highly competitive process'' with 16 detailed proposals lodged, according to CitiPower and Powercor. Landis + Gyr's PR company said the prices negotiated in Victoria could not be compared with those overseas as specifications changed from country to country.

''The Landis + Gyr smart meters sold in Victoria are manufactured in Australia to meet the custom specifications of local utilities,'' he said. ''The model numbers we use, in this case the E350, specify a generic nomenclature within Landis + Gyr globally, however, between each region, the form factor, functionality, communications type, network provider and feature set vary widely, meaning the same model number meters are not the same regional devices at all.''

Although Landis + Gyr could hardly be expected to divulge commercial information, the government should disclose. The public is footing the bill, after all. Yet there was no response from the AER, or the distributors.

The other major supplier of smart meters in Victoria is Secure Meters previously known as PRI Australasia. Secure Meters supplies the i-Credit 500 model. It is headquartered in India.

The high price of a meter in Victoria and the paucity of proper information about their cost serves as a warning to consumers in NSW. Last month, the O'Farrell government announced plans for a market-led rollout of smart meters for NSW. One distributor, Essential Energy, said it had been reviewing Landis + Gyr and Secure Meters as potential suppliers.

As crunch time approaches for weary power consumers in NSW, the state would do well to deliver a more transparent outcome - and a lower price, seeing it is the customer who has to pick up the cost while the greater benefits, according to most independent observers, fall to the distributors rather than the customers.

Smart meters – Powercor false information to consumers


In Victoria Australia, the government has apparently ‘mandated’ the installation of ‘smart meters’ to all residential (households) and small business (not large or corporate) customers.

There are several issues raised by people as listed below, but not limited to:

  • As a customer you are being forced to ‘buy’ something,
  • Health issue concerns with relation to the emitting devices,
  • Government contract mandates the company to install under a ‘best endeavours’ attempt, and NOT for customers to accept unwillingly.
  • Various groups have asked for the lawful acts to be presented, of which none have been presented to date,
In Melbourne, Australia the electricity distributor Powercor has been caught out providing false information to consumers regarding its smart meters.

Apparently under Australian law, providing false or misleading information to consumers  is ‘illegal’ and carries a fine.
The smart meter that Powercor installs into households is manufactured by Landis+Gyr in Zug Switzerland, a multinational corporation with 45 companies in over 30 countries.

The model used by Powercor is the E350 Type U1200.

Powercor states that:

1). The radiation is a very small amount, the same as a short mobile phone conversation or SMS (Short Message Service),

2) The smart meter operates between 900 MHz to 2.4 GHz,

3). The meter relays information back to base 4 times per day,

4). A reassessment that the radiation level now (within approx 1min of previous statement) of the smart meter is now ½ the strength of an SMS,

5). Well within the Australian Standards,

6). Meter next to head not a concern,

7). Powercor is acting on behalf of DPI to install meters, 

8). No real evidence that mobile phones are linked to brain cancer, and people are still using mobile phones and not being concerned.

The test equipment used in the experiment is the Cornet Electrosmog ED75 meter, and a test SMS has been sent via an older type Nokia 6xxx GSM non smartphone type mobile.

In the test environment shown in the video, 

  • the smart meter peaks at 1827 mW/m2 (milliwatt per square meter)
  • the Nokia SMS message peaks at 39 mW/m2

The smart meter emits approximately 46.8 times more radiation at a greater distance than the mobile phone in the test.

This shows clearly that Powercor has provided false information in relation to EMF emissions.

Powercore states that the meter transmits 4 times per day, whereas it actually transmits once per minute which equals 1440 times per day. Another false statement made by Powercor.

Item 4). above states that Powercor reassessed SMS emissions of mobile phones and now their meter emits  ½ that of an SMS. Actual results show that if an SMS as shown in the video has a peak of 39mW/m2, then the smart meter would have an emission of approx. 20mW/m2.

The test shows that the claim by Powercor to item 4). is not only false but inaccurate by a factor of 91.3 times.

Item 5). Above states that Powercor’s meter is within the Australian Standard, can such a test result be produced?

Can Powercor provide a MSDS (Material Safety Data Sheet) for the device?

In relation to Item 6). Can information be provided to the consumer with test results of brain tissue degradation close to smart meter?

Item 7). States that a binding contract is in place with the DPI (Department of Primary Industries) to carry out installations of smart meters. There is NO stated or implied agreement for Powercor to carry out any claims of consumer health effects.

Does Powercor hold scientific papers that undeniably conclude that there is no evidence that mobile phones are linked to brain cancer? 

Powercore also states that given that the alleged public opinion is of ‘no concern’ given the fact that they are using mobile phones on a daily basis is enough to conclude that mobile phone use does not cause brain cancer.
