Royal commission into child sexual abuse will be asked to suggest new rules and preventive action

THE royal commission into child sexual abuse will be asked to suggest new rules to prevent future attacks, procedures to follow when allegations are raised and how to deal with abuse that has occurred.

A discussion paper released by the Federal Government also says the commission can suggest new laws as well as policies to make government agencies better able to respond.

It will also be asked to identify roadblocks inside institutions and organisations that prevent proper notification and investigation of claims.

State governments will be asked to hand over information to ensure no individual, institution or organisation "can avoid scrutiny".

The inquiry may also make findings about counselling and support for victims and their families.

The Government says the royal commission, announced last week by Prime Minister Julia Gillard, will not be a police-style investigation but is likely to go further than any inquiry conducted in Australia.

But the discussion paper released by Attorney-General Nicola Roxon and acting Families Minister Brendan O'Connor suggests the commission will be given a deadline and asked to make regular reports as it is expected to involve "potentially thousands of victims and hundreds of organisations" (and) "take years rather than months".

Submissions from the states, churches and any other organisation or person about the terms of reference should be lodged in writing by Monday.

The discussion paper says the commission will not look at sexual abuse within families and urges such abuse be reported to police. The commission will focus on sexual abuse in public and private organisations and institutions.

The Government said victims would be given the chance to "share their experiences" and would help influence recommendations.

But it said "royal commissions are not substitutes for criminal investigations and statements made to a royal commission cannot be used in subsequent court proceedings".

It will be able to refer matters to police.

The Government favours having more than one commissioner to give the inquiry "a diverse range of skills and experience" and said it might have hearings at the same time in different parts of the country.

"The proposed royal commission is likely to go further than any inquiry conducted in Australia before, due to geographic scale and the time period over which the child sexual abuse is reported to have occurred in institutions,'' said the discussion paper.

There is no direct mention of compensation but the discussion paper says there should be no obstacles to people making claims.

The government says it will meet with states, child abuse survivor groups, community, legal and religious organisations in the next two weeks.

It plans to announce the terms of reference and appoint commissioners before the end of the year.

Steven Hunter - a 'person of interest'

Steven Hunter — a "person of interest" in the homicide investigation into the death of 22-year-old Sarah Cafferkey — is a man besotted with his chihuahua.

    Now that I have had a taste of her, I won't rest.

But the love he shows the tiny canine — he refers to her on social media as his "baby geel" and agonises over whether he can bear to leave her — is more than that given to a teenage work colleague he brutally stabbed to death in April 1986.

Just a year after graduating from Niddrie High School, Hunter murdered Jacqueline Mathews, 18, in a fit of jealous pique.
Hunter was incensed that his advances — made in a car parked outside a Tullamarine supermarket — were rejected, so he stabbed her seven times in the heart and throat.

The two had worked together at the Safeway Hypermarket in Gladstone Park. He once fell on top of her, kissed her, and was heard to say: "Now that I have had a taste of her, I won't rest."


Hunter burned Miss Mathews' body, threw the knife into a rubbish skip and twice in the ensuing days denied to police, in the face of pressure from friends to confess, that he was responsible.

That side of Hunter, who more recently has lived in Bacchus Marsh and Point Cook, sits in stark contrast to his adoration for the chihuahua he refers to as his "Lil'Girl".

He has posted several photos of the pooch over the past 12 months on Facebook, where he told of his affection.


Doing it DOGGY STYLE with my newest BABY GEEL xo" read one post.

Another photo had this caption: "Playing with my baby before work and wondering how can I possibly leave her for a 3 day rock climbing trip next weekend????"

A third read: "Thinking of my baby all day, so good to get home for cuddles.they say it's puppy love??... It really is!"

In another, he talks of how his "early starts are killing me" and his "doona is hard to leave behind, not to mention my Lil'Girl".

A jury convicted Hunter and in sentencing in 1988, Justice Howard Nathan told Hunter he would not be jailed for life because he had chosen not to "extinguish all the chances in life" he had.

But, Justice Nathan conceded the chances for Hunter, then a father of one in a de facto relationship with the boy's mother, were limited.

"A penalty should not extinguish all the chances in life you may have," Justice Nathan said.

"But you will serve so long in prison that your chances of setting up a career, your chances of obtaining any worthwhile job experience, your chances of being a father again, or in fact, even being a father to your existing child have all but gone.

"Your son will be brought up fatherless to all intents and purposes ... you will be a drain on this community for many, many years with very little chance ever of returning to the community as a useful or decent citizen."

Hunter's counsel tried to have his moral culpability for the murder reduced by submitting that his regular use of the drug speed had reduced his inhibitions and was taken to keep him awake so he could keep working. Hunter had two full-time jobs and worked a third part time to support his family.

Justice Nathan accepted that the drugs did reduce Hunter's inhibitions, but said that it was relatively insignificant in sentencing.

Jailed for 16 years, to serve a minimum of 13, Hunter had his claims of remorse rejected.

"Your efforts to obscure your part in this crime were compounded in a cowardly and heinous way by attempting to burn the body beyond recognition," Justice Nathan said, adding that the only remorse Hunter had was for "self-preservation".

He went to court with three prior convictions — two lots in 1983 for burglary, theft, criminal damage and discharging a missile and for assault, assault occasioning actual bodily harm and carrying an offensive weapon. In 1984, he was convicted of trespass.

Another previously convicted killer set free by the government.

The government is fully aware that there is little or rather no chance of rehabilitation for Hunter, and that he is a risk to the community, more than likely to kill again, but the government sets him free to re-offend.

It is the government that has let down victims like Sarah Cafferkey and her family.

The children of the elite rarely get effected by the crime that the general populous experiences, therefore the is not urgency for reform to the current laws.

This can clearly be seen in the actions by government.

Laws generate revenue are hurried through (illegally), but laws that involve crimes against the masses are not revised.

Mobile Phone Spy Technology – The hidden truth

Car clue as police hunt suspect in Sarah Cafferkey murder investigation

UPDATE: A YELLOW Commodore has been linked to the Sarah Cafferkey murder investigation as the Herald Sun can reveal a suspect is being hunted by police.

The Herald Sun understands police investigating Ms Cafferkey's suspected death set up a crime scene around a stripped-down yellow sedan on the Western Hwy near Bacchus Marsh on Friday afternoon.
It can also be confirmed a suspect has emerged in the case.
It is not suggested the owner of the yellow car is the suspect.
Images of a yellow car parked in the driveway of the house where a body - believed to be Ms Cafferkey's - was found can be seen from satellite images of the property taken last October.
Interactions, including threats made towards Ms Cafferkey, are among several leads police are following.

An ex-boyfriend of Ms Cafferkey's has been ruled out as a suspect by police.

Homicide detectives this afternoon formally identified the remains of Ms Cafferkey, discovered at a residence in Fongeo Drive, Point Cook.

The State Coroner conducted a post mortem yesterday following the discovery of a woman's body in Fongeo Drive, Point Cook in the early hours of Sunday morning.

Forensic police have started taking photos of the Point Cook neighbourhood as the investigation continues.


Police continued to arrive and leave the home today, which has been under 24-hour guard.
The house, in a new estate, is believed to be rented by two men.
Detective Inspector Michael Roberts of the homicide squad today said that police "certainly believe" the body is Ms Cafferkey.

Det-Insp Roberts said there were a number of clues that led police to believe that the body had met with foul play.

Ms Cafferkey's mother, Noelle Dickson, said she did not want to talk in detail about her daughter's disappearance because it was too upsetting, but police had made the case their top priority and were aware of Facebook threats to her daughter.

"Obviously police have been all over the Facebook page," Ms Dickson said.
"This is a top priority for the homicide squad.

"I can't talk about this because it just upsets me."

A tragic incident which involved the loss of life of Sarah Cafferkey.

The corporate media (together with the authorities) provide misleading information, as to the technology and speed of it used to track the masses.

Authorities have access to satellite images that are updated on a much frequent time frame than they lead the masses to believe.

Similarly as with the very public disappearance case of Jill Meagher, the authorities initially did not clearly indicate the (phone) technology used to track her footsteps.

The masses are deliberately mislead as to the speed and real time technology used to monitor them.

Online predator avoids prison sentence

A man who persuaded young girls in the US and Australia to perform sexual acts via video chat websites - and then threatened to expose them to friends and family if they did not continue doing it - has escaped a jail sentence.

Daniel John Leask, 22, pleaded guilty to inciting the girls, who were aged between 13 and 15, to perform various sex acts as he watched them on his laptop at his Perth home in 2010 and 2011.

He also admitted blackmailing them with threats of exposure if they stopped.

The first victim, who lived in the US, was just 14 when Leask befriended her online and persuaded her to remove her clothes and masturbate, while he watched on a webcam.

When she eventually objected, Leask threatened to hack into her computer and reveal her behaviour.

When the girl deleted Leask from her social media circle, he tracked her down through an instant messaging service, told her he had recorded their previous exchange and threatened to post the video online.

He then contacted the girl's mother under an alias, and told her her daughter had been recorded performing sexual acts online.

The girl's mother contacted US authorities, who tipped off the Australian Federal Police.

Four more girls suffered similar persuasion and coercion, two in America, one in Victoria and one in NSW, who was the youngest victim at just 13.

She was persuaded to expose herself and then threatened with exposure to her parents if she did not perform more explicit acts, which she eventually did.

She told her brother, who contacted Australian authorities.

In the District Court of Western Australia, Judge Kevin Sleight said the damage caused to the victims meant they had been humiliated and sexually corrupted by Leask.

He rejected a suggestion Leask had made to police that he was a 'white knight' persuading teenagers not to have sex online.

'You used threats to keep all of these girls involved in sexual activity on the screen,' Judge Sleight said.

He revealed that Leask had been driven to his offending after he had suffered a similar experience when he was 17.

Leask was coerced by an unnamed man to perform a sexual act online, with the video published on the internet. This led to him being bullied and humiliated, causing him to suffer severe depression.

Judge Sleight said he had serious concerns for Leask's welfare if he was sent to prison, given his mental health and immaturity.

Leask was given a three-year good behaviour bond, ordered to perform 100 hours of community service and placed under an intense supervision order.

He faces a possible three and a half years in jail if he breaches the bond or the order.

Australians increasingly disillusioned with federal system and national tier of government

AUSTRALIANS are disillusioned with the federal system and are losing faith in the national tier of government, a new poll has revealed. 

According to the third biennial constitutional values survey, two-thirds of Australians do not believe state and federal governments are working well together, with confidence in the federal government as the most of effective level of government falling from 50 per cent in 2008 to 29 per cent. 

The findings, published in The Weekend Australian newspaper, also revealed 38 per cent of Australians believe the federal system is not working, as opposed to just over 30 per cent in 2008. 

Former NSW premier Nick Greiner told The Weekend Australian the survey showed the public was "running ahead of politicians on all of this".He said voters were "saying what the political class is in denial about, which is that the federation is dysfunctional and due for a 100-year refresher".

The survey, commissioned for Griffith University's federalism project and conducted by Newspoll, tests how Australians feel about the federal system; their confidence in how federal, state and local levels are working; and their view of inter-government collaboration.

According to the report, the drop of confidence in federalism correlates with Labor's period in government, accelerating during the period of minority government since 2010.

Griffith University's Professor AJ Brown, the survey's lead researcher,  said the declining faith in governments suggested Australia was headed for a "crisis of confidence" unless greater political priority was again given to issues of federal co-operation and longer-term reform.

"There are signs that citizens are declaring a 'plague on all your houses' when it comes to confidence in the future of governance - that with reduced faith in the federal level of government, they are being left with nowhere to turn."

Police anger as King St nightclub Spearmint Rhino wins approval to double its size

VICTORIA Police is embroiled in a public order feud with the City of Melbourne over the large-scale expansion of one of Melbourne's most dangerous nightclubs.

Notorious King St venue Spearmint Rhino has won approval to double its size.

Documents obtained by the Herald Sun reveal that police are now locked in a court fight with the council to overturn the move.

Police fear the increase in size will make an existing "hot spot" for violence even worse.

Officers have investigated a series of violent incidents at the club, which is a haunt of the Comanchero outlaw bikie gang.
